Do you know that getting a DHA (Dubai Health Authority) license in Dubai is not as complicated as you think?
First let us understand the basics.
UAE’s health regulatory authorities are represented by the ministry of health (MOH) and for Dubai the regulatory is DHA (Dubai Health Authority) DHA’s vision and mission is to make Dubai a pioneering healthcare destination by adopting innovative and integrated care models and promoting valuable community engagement. UAE wants to achieve the highest standards of professionalism in the medical industry.
First you should know the authorities involved in getting a DHA (Dubai Health Authority) license:- Dubai Health Authority (DHA)
- Dubai Department of Economic Development (Dubai DED) )
- Dubai Municipality
- Dubai Civil Defense
Dubai Health Authority (DHA) has different requirements according to the categories:- Hospitals (In-house patients)
- General clinics (More than 2 types)
- Poly clinics (Specific clinics)
- Physicians
- Dentist
- Nurses
- Health care professionals

Educational Qualifications
Educational programs must be nationally accredited.- Qualifications must be issued by institutions/ colleges recognized in home country.
- At the entry level, minimum qualification requirement is high school certificate as per country specific education.
- The Authorities will evaluate and accept qualifications in accordance to the following criteria:
- The country and institution from which the qualification was awarded.
- The level of national /international recognition of the qualification.
- The duration and content of study, and the presence of clinical practice/ practical training.
- Qualifications acquired through honorary nature, correspondence or distance learning are not counted towards the PQR requirements.
- Post qualifications/ sub-specialty qualifications attained must be from one of the recognized countries and relevant to the Primary specialty.
- Qualifications not mentioned in this document may be evaluated and reviewed by the Authorities joint committee who may grant the applicant with the appropriate title.
Professional Experience
- Internship
- All physicians and dentists are required to successfully complete one (1) year internship post- graduation.
- For physicians and dentists with no evidence of completion of internship; an additional two (2) years’ experience is required.
- Certain programs with the internship being part of the undergraduate training. No internship post-graduation is required.
- Nurses and allied health: o UAE nationals are not required to do internship post-graduation. o Non UAE nationals: Graduates from the UAE universities are required to complete six (6) months internship post-graduation in an approved practice settings.
Experience
- The applicant’s experience must be relevant to the title applied for, and must have been accomplished in an appropriate setting licensed by the health regulatory authority in the country of practice.
- The applicant’s experience must be Hands on clinical experience gained by a licensed healthcare professional during a salaried employment/contractual period and it excludes volunteer jobs, Observer ship, or clinical attachment.
- UAE nationals: are exempted from experience requirements for the basic entry level.
- Non UAE nationals:
- Graduates from UAE universities: are exempted from experience post internship/training.
- Graduates from non UAE universities: are required to fulfill experience as per relevant titles according to the PQR
Professional License and Good Standing Status
- The applicant must have a valid professional license to practice, or registration (Where applicable) from home country and/or country of last employment.
- The validity of the license/registration (Where applicable) should cover the minimum required experiences for the applied title.
- The applicant shall provide Good Standing Certificate GSC that meets the following requirements:
- Valid and not older than six (6) months at the time of application for licensure covering the minimum required experiences for the applied title.
- Issued by the health regulatory authority in the country(s) of last employment. In countries that lack regulatory bodies GSC may be accepted if issued officially from last employer.
- The Authorities may request more evidence or conduct investigations if deemed necessary to prove the status of good conduct of the healthcare professional.
- The applicant must declare that he/she has never been convicted with any legal cases, medical malpractice during his/her practice of the healthcare profession or he/she is currently under investigation
Exam Equivalency Criteria
- Healthcare professionals who successfully completed certain international examinations and/or hold an active registration/license to practice with certain regulatory bodies will be exempted from the assessment required to obtain the professional license (Exam Equivalency Criteria).
- In case of assessment exemption, the scope of exemption is limited to assessment requirements and does not apply to any other requirements for licensure such as credentialing, experience, PSV, etc.
Secondly, DHA has certain requirements (PQR – Professional Qualification Requirements):
- The doctor you are going to hire should be DHA certified
- The doctors Educational programs must be nationally accredited (issued by institutions/ colleges recognized in home country)
- DHA will conduct an exam for the professionals (First tier countries like Western Europe, USA, UK, Canada, Australia, Japan, South Africa and few more are exempted from taking the exam. Second and third tier countries will have to take the exam compulsory)
Professional Experience:
- All physicians and dentists are required to successfully complete one (1) year internship post- graduation, if no internship is done then an additional two (2) years’ experience is required.
UAE resident Nurses and allied health are not required to do internship post-graduation
UAE Non-resident Nurses and allied health Graduates from the UAE universities are required to complete six (6) months internship post-graduation in an approved practice settings.
- The applicant must have a valid professional license from DHA to practice.

Now, you know the authorities and requirements from DHA, what’s next?
- Decide the legal shape of the Establishment
- Apply for Initial Approval, Trade name and Ejari
- Submit the above along with the floor plan to DHA (As per DHA floor plan requirement)
- Get an NOC from DHA
- Submit the NOC from DHA to DED
- Court notarization – local sponsor agreement / MOA / side agreement
- Final submission of all the above documents to DED for payment voucher
- DED Professional license will be issued
Having this professional license will not be enough to practice the professional services; you will need a license from DHA as well.
Step 2: Professional license from DHA
- DHA has certain requirements for the clinic / Hospital, DHA will give you a guideline of how the clinic / Hospital structure should be made, and accordingly you will prepare a floor plan.
- DHA will check and approve the floor plan, If the authority is not satisfied with the plan they have the right to ask for any changes.
- Dubai Municipality approval. Approval is based on municipality. If the authority is not satisfied with the plan they have the right to ask for any changes.
- Civil defense approval. If the authority is not satisfied with the plan they have the right to ask for any changes.
- After getting approval from all these 3 authorities, you will do the interiors for the clinic / Hospital
- DHA will be visit the clinic / Hospital after the interior is done
- DHA will approve the interior design and layout. If DHA doesn’t approve, DHA will inform you to restructure accordingly and will revisit to ensure it’s done properly.
- Dubai municipality has to approve the interior
- Civil defense has to approve the interior
- DHA will issue license once all the authorities have given approval.
